A private (custom) app is built for one store and installed only on that store, which is what most businesses need. A public app is listed on the Shopify App Store for anyone to install, which means Shopify reviews it, it has to handle many merchants at once, and it needs billing and support around it. We build both, but we will tell you honestly which one your situation calls for.
Usually there is something close. We will say so if there is — paying for an existing app is cheaper than paying us to rebuild it. Custom work earns its cost when the requirement is specific to how your business runs: your pricing rules, your fulfilment process, your supplier feed, an internal system that has to stay in step with the store.

The Shopify Partner account and the app listing are in your name, with full access handed over at launch. For a private app built for your store the source code is normally yours too, in a repository you control. The contract states it before work starts, so there is nothing to argue about later.
